How to further improve the participation, activity, contribution and visibility of science and technology associations in global science and technology governance? What are the new ideas for the governance structure, governance methods and development direction of science and technology associations? At the 22nd Annual Conference of the China Association for Science and Technology, a number of domestic and foreign experts discussed the theme of "governance innovation, mutual trust and cooperation.

Contribute wisdom to epidemic prevention and control
At the beginning of this year, the sudden outbreak of new crown pneumonia swept the world, in the major challenges facing mankind, the science and technology community is actively contributing to the epidemic.
"Many scientific and technological associations in China and the world uphold the concept of a community of human destiny, actively contribute wisdom, programs and enthusiasm to the fight against the new coronary pneumonia epidemic, and send out the voice of scientific justice, showing the light of scientific rationality and hope." Huai Jin Peng said.
In order to combat the epidemic, the China Association for Science and Technology has issued "five letters" to organize and mobilize more than 200 national societies and 3500 provincial societies to jointly promote the prevention and control of the epidemic, and to carry out a series of work on how to solve people's psychological problems under the epidemic and how to unite and cooperate with the global scientific and technological community, so as to make China's contribution to finding better, earlier and more effective solutions and methods.
It is reported that China's science and technology associations have released popular science information about the epidemic. The relevant information has been viewed about 7.69 billion times, the total dissemination of scientific rumor information has exceeded 2 billion times, and the "air class" of science and technology associations for young people has also reached 1.3 billion times.

Van Najer, chief executive of the British Institute of Engineering and Technology (IET), said: "The biggest threat facing the world today is undoubtedly the new coronary pneumonia, and the epidemic has been well contained in China, but its impact on the international community continues. To this end, the IET has set up a platform that will share learning resources including engineering and technology requirements under the impact of the epidemic, science, technology, engineering and mathematics, and the actions of the IET and its members for the new coronary pneumonia, and the IET is supporting the engineering and technology community with its own actions."
Mutual trust and cooperation for development
In his speech, Huai Jinpeng pointed out that with the vigorous development of the new round of scientific and technological revolution and industrial transformation, the scientific and technological community needs to unite as one, promote scientific development with scientific spirit and ideas, and constantly enhance the ability of science and technology to serve human society.
In the process of fighting the new coronary pneumonia epidemic, the China Association for Science and Technology has continuously promoted open cooperation, organizing a number of societies across the country to translate epidemic-related scientific research, medical and popular science information into English, German, Japanese, Korean and other languages, and share it with many countries and international scientific and technological organizations.
Sudip Parih agreed with this. He said that the science and technology community should conduct dialogue and learn from each other, strengthen international cooperation; by maintaining dialogue, strengthen efforts in scientific research integrity and transparency, and establish a lasting and fruitful friendship.
In his speech, van Najie said that IET has a strong publishing plan, and 40% of the papers published are from China, which fully proves the importance of carrying out scientific research activities in China.
"By registering international engineers, IET promotes the development of the engineering and technology community by creating mutual recognition of competency levels among engineers worldwide. Integrating relevant experts and knowledge resources, collaborating and supporting the engineering and technology community will inspire the future generation to join the fields of science, technology, engineering and mathematics." Van Najer said.
In the face of the complex international situation, science without borders, science without discrimination is particularly important. Sudip Parihe emphasized that in an era of increasing geopolitical tensions and differences, a global scientific culture is gradually taking shape. This culture must absorb the essence of all mankind and value integrity, inclusiveness and originality.
"Scientists must work together to protect science from unacceptable influence, to protect intellectual property and ideas from unethical appropriation, while protecting the diverse voices in the scientific enterprise." Sudip Parrih appeals.
The construction of first-class scientific and technological associations has a long way to go.
At the Forum on the Development and Governance of Science and Technology Associations, Meng Fanrong, Executive Director of the Performance Management Research Center of Xi'an Jiaotong University, released the "Evaluation of World-Class Science and Technology Associations (2020)".
The "Evaluation of World-Class Science and Technology Associations (2020)" selects 1065 science and technology associations as evaluation samples, and combines the expert feedback opinions of the evaluation indicators of world-class science and technology associations in 2019 to form an evaluation index system composed of 4 first-level indicators of "organizational strength", "cohesion", "leading strength" and "influence", 10 corresponding second-level indicators and 22 third-level indicators.
Meng Fanrong pointed out that there is still a big gap between China's science and technology associations and dingjian associations, but China's science and technology associations above four stars have performed well in some indicators, and the management system of associations with Chinese characteristics promotes the concentration of knowledge resources and gives better play to the leading role of knowledge.
Zhang Xiaogang, former chairman of the International Organization for Standardization (ISO) and former chairman of the World Steel Association, said in a keynote speech entitled ''International Standardization Leads the High-Quality Development of China's Science and Technology Associations'' that in the past five years, China has been recognized by all countries in the world. The country that has made the greatest contribution in the field of international standardization, but in this field, there is still a huge gap between China and developed countries.
Although there is a gap in the process of marching into the world-class science and technology associations, China's science and technology associations are still working hard to move forward. With regard to the construction of China's science and technology associations, Huai Jinpeng suggested that, first, we should build science and technology think tank associations, strengthen ideological creativity, decision-making consultation and public opinion guidance, scientifically identify new problems, new challenges and new industrial changes facing mankind, and give better play to the role of science and technology in supporting global governance. The second is to build a platform network-based community, promote the integration of industry and university entities, cultivate young scientists and small and medium-sized enterprises in a more effective way, promote technological innovation and market innovation, and accelerate the deep integration of technology and economy. Third, we should build data-driven associations, give full play to the advantages of extensive links and data accumulation of science and technology associations, deepen cooperation networks, improve digital governance rules, enhance digital governance capabilities, and promote the integration and development of the digital economy and the real economy. The fourth is to build open and cooperative associations, jointly respond to challenges, and promote science and technology to better serve society, create value, and promote civilization.
