With the theme of "scientific and technological revolution and digital transformation: opportunities and challenges", nearly 1000 experts and scholars from universities, scientific research institutes and industry gathered together. Researcher Mu Rongping, Chairman of the Chinese Society for Science and Technology Policy, and Professor Huang Enhua, Deputy Secretary of the Party Committee of Nanchang University, addressed the conference successively.

This conference simultaneously held the 3rd China Science and Technology Policy Research Association Award Ceremony to commend outstanding researchers in the field of science and technology policy in China. Teacher Zhang Bihui's "Lifetime Achievement Award" was reissued ". Professor Li Lianshui of Nanjing University of Information Engineering and Professor Liang Liming of Henan Normal University won the "Outstanding Contribution Award". Researcher Chen Kaihua of the Institute of Science and Technology Strategic Consulting of the Chinese Academy of Sciences, Professor Liang Zheng of the School of Public Administration of Tsinghua University, and Professor Chen Yue of Dalian University of Technology won the "Outstanding Youth Award".

On October 20, the annual meeting held two thematic dialogues on "Problems and Countermeasures Faced by Digital Transformation" and "Hotspots and Frontiers of Science and Technology Policy Research". This academic annual meeting received more than 400 papers. The organizing committee selected 16 outstanding papers through an anonymous review process.
