From June 17 to 19, the 12th National Symposium on Scientometrics and Science and Education Evaluation was successfully held in Hangzhou University of Electronic Science and Technology. The conference was sponsored by the Professional Committee of Scientometrics and Informometrics of the Chinese Society for Science and Technology Policy, Hangzhou Dianzi University, and the China Science Evaluation Research Center of Wuhan University. China Institute of Science and Education Evaluation (Hangdian), Data Science and Information Metrology Research Institute (Hangdian), International Metrology and Evaluation Research Center (Hangdian), Zhejiang Institute of Higher Education, Development Strategy and Evaluation Research Center of Higher Education (Zhejiang Think Tank).
The theme of this conference is "Under the guidance of the" Overall Plan for Deepening the Reform of Education Evaluation in the New Era ", promote the new development of the'five calculations' and science and education evaluation: the application of big data, cloud computing and artificial intelligence", aiming to implement The spirit of the 19th National Congress of the Party and the Fifth Plenary Session of the 19th Central Committee and the spirit of General Secretary Xi Jinping's important instructions on coordinating the promotion of epidemic prevention and control and economic and social development. More than 380 experts, scholars and graduate students from more than 20 provinces, municipalities and autonomous regions across the country attended the meeting.
On the morning of June 18, senior professor Qiu Junping, dean of the China Institute of Science and Education Evaluation of Hangzhou University of Electronic Science and Technology and chairman of the conference, presided over the opening ceremony of the meeting and introduced the background, leaders and guests of the meeting. Zhu Zefei, President of Hangzhou University of Electronic Science and technology, and Chen Xianchun, vice chairman of Zhejiang Federation of social sciences circles, attended the meeting and delivered speeches.
Twelve well-known experts from well-known universities and scientific research institutions at home and abroad, such as Peking University, Renmin University of China, Zhejiang University, Wuhan University, Lanzhou University, Georgia Institute of Technology, Leiden University in the Netherlands, and the Literature and Information Center of the Chinese Academy of Sciences, delivered keynote speeches on the theories, applications and methods of scientometrics and science and education evaluation.

Cassidy Sugimoto, Director of the Department of Public Policy and Chairman of ISSI, Georgia Institute of Technology, USA, explained the relationship between scientometrics and science policy under the title "Scientometrics and Science Policy"; Lai Maosheng, Professor of the Department of Information Management, Peking University, introduced the "Fourteenth Five-Year Plan" The development strategy and future trends of information science in my country during the period; chao Lemen, a researcher at the Key Laboratory of Data Engineering and Knowledge Engineering of the Ministry of Education of Renmin University of China, systematically introduced data science from three aspects: the rise of data science, data science of different disciplines, integration and innovation; Professor Niu Chunhua from the School of Management of Lanzhou University made a report entitled "Interactive Visualization of Theme Model Management and Protection" on behalf of Vice President Sha Yongzhong of Lanzhou University; professor Fu Rongxuan of the School of Public Administration of Zhejiang University introduced the integration and sharing of government data under the background of digital government construction. Professor Yang Siluo of the School of Information Management of Wuhan University shared some of his thoughts on the development of information metrology in the new era. Professor Wang Lin, vice president of the China Institute of Science and Education Evaluation of Hangzhou University of Electronic Science and Technology, reviewed the cause of science and technology information in China and put forward the prospect; waltman Ludo, Executive Deputy Director of the Science and Technology Research Center of Leiden University, gave a report entitled "The evolving academic communication system: the enlightenment of scientometrics"; Pan Yuntao, Director of the Research Center for Scientometrics and Evaluation of the China Institute of Science and Technology Information, analyzed the changes in the main measurement indicators of China's core science and technology journals under the title of "Science and Technology Evaluation in an Open Science Environment; chen Yunwei, a researcher at Chengdu Literature and Information Center of the Chinese Academy of Sciences, elaborated on the discovery methods and practices of cutting-edge technologies based on SPO. Professor Wen Tingxiao of the Department of Biomedical Informatics of Central South University introduced the development pedigree of metrology. Wu Junhong, Executive Deputy Director of CNKI China Science Literature Metrology and Evaluation Research Center, introduced how to use big data to select and evaluate representative works.
Professor Shu Fei, Director of the International Metrology and Evaluation Research Center of Hangzhou Dianzi University, Professor Zhao Rongying, Director of the China Science Evaluation Research Center of Wuhan University, Professor Tang Jianmin, Deputy Dean of the China Science and Education Evaluation Research Institute of Hangzhou Dianzi University, Yang Liying, Researcher of the Literature and Information Center of the Chinese Academy of Sciences, Professor Zhao Danqun of the Department of Information Management of Peking University, and Xiao Hong, deputy general manager and deputy editor of CNKI presided over the keynote session.
On the evening of June 18, the Scientometrics and Information Metrology Professional Committee of the Chinese Society for Science and Technology Policy held its eighth member congress and elected the head of the new special committee. Qiu Junping, Director of the Seventh Special Committee, presided over the meeting and delivered a report on the work of the Special Committee. The conference elected senior professor Qiu Junping as the honorary director of the new special committee, Yang Siluo as the director of the special committee, Song Yanhui as the secretary-general of the special committee, and elected 5 deputy directors and 5 deputy secretaries-general. Director Yang Siluo, director of the eighth special committee, reported on this year's work plan.

On the morning of the 19th, the conference set up four sub-venues with the themes of "Science and Education Evaluation", "Five Programs", "Discourse Power, English", "Patent Measurement, Information Network", and simultaneously conducted paper reports and exchanges. Each sub-venue was composed of 1 Host and 3 experts commented.
On the afternoon of the 19th, senior professor Qiu Junping presided over the closing ceremony of the meeting. Zhang Haitao, editor-in-chief of Intelligence Science, Wang Zhongjun, editor-in-chief of Intelligence Theory and Practice, and Zhang Lijuan, executive deputy editor-in-chief of Modern Intelligence, announced the recruitment papers of each core journal. Yang Siluo, director of the Scientific Metrology and Information Metrology Professional Committee of the Chinese Society of Science and Science and Technology Policy, made a summary of the conference.

The purpose of this conference is to build an academic exchange platform with an international perspective and make important contributions to the training and introduction of a group of outstanding young scholars.
