Administrative Measures for the Branches of the Chinese Society for the Study of Science and Technology Policy
Chapter I General Provisions
Article 1 according to the notice of the Ministry of civil affairs on the implementation of the decision of the State Council on canceling the administrative examination and approval items for the registration of branches and representative offices of national social organizations (Minfa [2014] No. 38) and the notice of the China Association for science and technology on issues related to the registration and approval of branches and representative offices of national societies affiliated to the China Association for science and technology (Xinxue Zi [2014] No. 36) and the China the relevant provisions of the Measures for the Administration of Institutions and the Constitution of the Chinese Society for Science and Technology Policy, in order to strengthen the service, supervision and management of the branches of the China Science and Technology Policy Research Association, these measures are formulated.
Article 2 The branches of the China Science and Technology Policy Research Association (hereinafter referred to as the branches) as mentioned in these Measures refer to the professional committees and working committees of the China Science and Technology Policy Research Association.
Article 3 The branches of the Association are an integral part of the Association and accept the leadership of the Association. They do not have the qualifications of independent legal persons and do not have the qualifications and capabilities to independently bear civil liabilities.
Article 4 The name of the branch of the Association shall be preceded by the "China Science and Technology Policy Research Association", and the full name shall be used for external activities. The English translation name of the branch shall be consistent with the Chinese name.
Chapter II Declaration and Setup of Branches
Article 5 The establishment of branches shall be applied by the affiliated unit, and after review and coordination by the secretariat of the Research Association, it shall be submitted to the Council for deliberation and approval, and academic exchange activities may be carried out in the name of the preparatory group. The preparation period is one year. After the expiration of one year, the board of directors will review and assess its work performance, and finally decide on the approval.
Article 6 The affiliated unit of the branch shall be a member unit of the research association at the same time. It shall be a unit with independent legal personality or a subordinate unit authorized by an independent legal entity. It has a greater influence in the domestic professional field and has recognized scientific research. Strength, able to contact domestic and foreign research institutions to carry out research and project cooperation, and have at least one recognized discipline leader in this discipline and field; the affiliated branch can provide staff with office space and financial support and guarantee, and at the same time can effectively supervise and manage the work of the branch.
Article 7 The conditions and requirements for applying for the establishment of branches.
The registered members of the (I) New Development Research Association shall not be less than 100, jointly sponsored by more than 5 executive directors or more than 12 directors;
(II) there is a normative name;
The (III) has a scope of business in accordance with the articles of association of the Institute;
The (IV) has a clear affiliated unit, and provides office staff, office location and financial support;
The main person in charge of a (V) branch shall have a senior professional and technical position, be representative in this field, and may be the main leader of an enterprise or institution related to the nature of the institution.
Article 8 A branch shall have one chairman, three to five vice-chairmen and several members. The chairman or his entrusted vice-chairman shall preside over the work of the branch, and the committee on major issues shall discuss and decide collectively. A secretary in the branch is responsible for the daily work and is responsible for contacting the secretariat of the research society.
The chairman of the (I) branch should be the academic leader in the academic field, with strong influence and appeal, enthusiastic about the work of the branch, and have a strong sense of responsibility and organizational ability;
In principle, the chairman of (II) branch shall not concurrently serve as the chairman of any other branch of the Association.
The candidates for the chairman of the (III) branch shall be nominated by the chairman of the research society and submitted to the board of directors for deliberation and approval.
The candidates for vice-chairmen and members of the (IV) branch shall be nominated by the chairman and submitted to the council for approval.
Article 9 The term of office of a branch is 5 years. Branches shall be replaced on time in accordance with the regulations of this Council. In principle, the age of the chairman and deputy chairman shall not exceed 70 years old, and the re-election shall not exceed two terms.
Chapter III Functions and Tasks of Branches
Article 10 The branches of the Association must abide by the articles of association of the Association and carry out activities around the central work of the Association and the functions and tasks assigned by the Association. The functions and tasks of the branches of the Association are:
The (I) organizes academic exchanges, science popularization and other related activities in its professional field around the hot spots and focal points in this field, and carries out activities at least once a year, and independently hosts a branch venue at the annual meeting of the society every two years.
(II) reflect the opinions, demands and suggestions of scientific and technological workers in this professional field.
The (III) shall develop its members in accordance with the conditions and methods stipulated in the articles of association of the association, and shall not be less than 30 members per year.
(IV) actively participate in and support the work of the center of the association, and attend the working meetings and related activities organized by the association. Complete the tasks assigned by the Council as required.
Chapter IV Change and Cancellation of Branches
Article 11 The change and cancellation of a branch must be approved by the Standing Council of the Association and submitted to the China Association for Science and Technology for review and approval before it can take effect. The office of the association is responsible for the establishment, change and cancellation of branches.
Chapter V Branch Management
Article 12 The branch shall be under the dual management of the association and the affiliated unit of the branch. A branch may not have any other institution under it.
Article 13 under the leadership of the association, the branches shall have the right to independently carry out academic activities and other related activities within the scope of authority stipulated in the articles of association of the association, and shall have the obligation to accept the supervision of the association and the affiliated units.
Article 14 The branch shall formulate corresponding branch work regulations according to the characteristics and work requirements of the professional field, and report to the Standing Council for approval, and report to the office of the Association for the record.
Article 15 Each branch shall report its name, person in charge, domicile, activities and other relevant information on an annual basis, and accept the annual inspection of the Association. For those who fail to pass the annual inspection, a rectification plan shall be proposed and rectified according to the plan. For those who fail for three consecutive years, the branch shall be canceled after discussion and decision by the Council or the Standing Council of the Association.
Article 16 Branches shall submit the work summary of the current year to the office of the Association before December 10 of each year.
Article 17 The work plan of the branch for the next year and the academic activity plan to be held shall be submitted to the office of the Institute before November 30 of each year, and shall be implemented only after being approved by the Association. If necessary, the Association shall send personnel to participate. If unplanned academic activities need to be held due to special circumstances, they must be reported to the office of the Association for approval two months in advance.
Article 18 For academic activities organized by branches, the summary of the activities and meeting materials shall be submitted to the office of the Association within 15 days after the end of the activities.
Article 19 The person in charge of the branch shall actively participate in the activities organized by the association as required. If he cannot participate for special reasons, he shall ask for leave from the office of the association in advance and send representatives to participate.
Article 20 The release of information in the name of a branch shall be subject to the examination and approval of the office of the Association, and shall not be released without approval.
Article 21 The working expenses of the branches shall be settled by themselves. The sources of funding for branches include: support from affiliated units, income from the provision of paid services, sponsorship from relevant units, etc.
The financial affairs and accounts of the branches are incorporated into the unified management of the Association and are accounted for independently. Branches and representative offices shall not charge or disguise management fees, sponsorship fees, etc., and shall not entrust other organizations to operate.
Article 22 Branches shall not engage in economic and social activities that must be carried out by independent legal persons, and shall not sign relevant agreements with other units with economic responsibilities in the name of branches. When it is really necessary, it shall be signed in the name of the affiliated unit, and the affiliated unit shall bear the corresponding responsibility.
Article 23 The branch shall establish its own website or webpage and link with the website of the Institute.
Article 24 For those who violate the provisions of these Measures, carry out activities without authorization or in violation of laws or regulations, and damage the reputation of the Association, the Association shall, depending on the severity of the circumstances, adopt methods and measures such as prompting, criticizing, ordering rectification within a time limit, notifying criticism, and replacing the main person in charge. Correct until its activities are stopped or the branch is canceled. Those directly responsible for serious cases will be investigated in accordance with relevant laws and regulations.
Chapter VI Supplementary Provisions
Article 25 The Administrative Measures shall be implemented from the date of issuance, and the right to interpret the relevant provisions shall be vested in the Secretariat of the Research Society.
