Chapter I General Provisions
Article 1 In order to promote the spirit of science, strengthen the construction of scientific ethics and style of study, enhance the scientific ethics and credibility of the members of this association, improve the innovation ability of members, and promote the prosperity and development of science and technology policy disciplines, in accordance with relevant national laws and regulations and China The relevant regulations of the Association for Science and Technology formulate this specification.
Article 2 This specification applies to all types of members of the Association.
Article 3 Members of the Association shall adhere to scientific truth, respect scientific laws, advocate rigorous and realistic style of study, have the courage to explore and innovate, abide by professional ethics, and maintain scientific integrity.
Article 4 The members of the Association shall take the development of science and science and technology policy discipline construction, prosperity of academic ideas, promotion of economic and social progress, promotion of the growth of outstanding scientific and technological talents, and popularization of scientific and technological knowledge as their mission, with the goal of national prosperity, national rejuvenation, serving the people, and building A harmonious society is its own responsibility.
Chapter II Academic Ethics
Article 5 In conducting academic research, relevant documents shall be retrieved or relevant research results shall be learned. When quoting others' arguments in publishing papers or reporting scientific research results in other forms, intellectual property rights must be respected and truthfully marked.
Article 6 The principle of honesty and objectivity shall be observed in the application of projects, project design, collection and analysis of data, publication of scientific research results, and confirmation of the contributions of scientific research participants. Errors and failures in published research results should be made public and acknowledged in an appropriate manner.
Article 7: Cooperate with others honestly and rigorously, and deal with academic criticism and questioning patiently and sincerely.
Article 8 The disclosure of research results and statistical data must be realistic, complete and accurate, and ensure authenticity, effectiveness and safety.
Article 9 Professionals who have made substantial contributions to research results shall have copyright. Only general management of research projects or auxiliary workers, do not enjoy copyright.
Article 10 The results of cooperation shall be signed in the order of the contribution to the research results (except for those with signature conventions or agreements). The signer shall be responsible for the part of his contribution, which shall be reviewed and signed by him before publication.
Article 11 New scientific research results shall not be released to the media or the public before they are published in academic journals or academic conferences (except for contractual restrictions).
Article 12 Scientific research, education and business activities related to science and technology policies shall not be used for private gain. Correctly treat the direct, indirect or potential interests in scientific research activities.
Article 13 Members shall have the obligation to responsibly popularize scientific and technological knowledge related to science and technology policies, and disseminate scientific ideas and methods. Oppose the fabrication of scientific and technological events that do not match the facts and the hype of scientific and technological events.
Article 14 Resist all research activities that violate scientific ethics. If it is found that there are disadvantages or hazards in the work, it should be voluntarily suspended or adjusted, or even terminated, and the competent authority of the study should be notified.
Article 15 In the training of graduate students and young researchers, scientific ethics and codes of conduct shall be imparted. recommend academic leaders and relevant scientific and technological talents should take scientific ethics and style of study as one of the important bases.
Chapter 3 Academic Misconduct
Article 16 Academic misconduct refers to all kinds of fraud, plagiarism, plagiarism and other acts contrary to the practice of the scientific community in scientific research and academic activities.
Article 17 Deliberately make false statements, fabricate data or results, destroy the integrity of original data, tamper with experimental records and pictures, make false statements in project application, achievement declaration, job application and promotion application, and provide false award certificates, papers publication certificates, literature citation certificates, etc.
Article 18 Infringing or damaging the copyright of others, intentionally omitting to refer to other people's publications, plagiarizing other people's works, and tampering with the contents of other people's works; without authorization, using the information in the manuscript or grant application reviewed by oneself, publishing or disclosing to others or using other people's undisclosed works or research plans for their own use; attributing achievements to people who have not contributed to research, excluding those who have made substantive contributions to the research work from the list of authors, overstepping or unreasonably demanding author or co-author status.
Article 19 When the results are published, more than one draft shall be submitted.
Article 20 The use of improper means to interfere with and hinder the research activities of others, including intentional destruction or withholding of equipment, literature and other scientific research-related property necessary for the research activities of others; Deliberately delaying the examination and evaluation of other people's projects or achievements, or putting forward unproven judgments; Set up obstacles to the examination of competitive projects or results.
Article 21 Participating in or conspiring with others to conceal academic misdeeds, including participating in academic fraud by others, conspiring with others to conceal their misconduct, supervising negligence, and retaliating against the complainant.
Article 22 Participate in the review and review of manuscripts unrelated to one's major; In various project reviews, institutional evaluations, publications or research report reviews, and awards reviews, out of direct, indirect or potential conflicts of interest, make evaluations that violate objectivity, Accurate and fair; Bypass direct contact between the review organization and the review object and receive gifts from the review object.
Article 23 Unauthorized participation in commercial propaganda in the name of the academic organization.
Chapter IV Supervision of Academic Misconduct
Article 24 The academic group of the Standing Council of the Association shall be responsible for the publicity and education of the construction of scientific ethics and style of study, and supervise the implementation of scientific ethics by members.
Article 25 The Secretariat of the Association is responsible for establishing member academic integrity files, recording members involved in academic misconduct, notifying their units in an appropriate manner, and notifying the China Association for Science and Technology.
The investigation of academic misconduct should follow the principles of legality, objectivity and impartiality. The legitimate rights and interests of the parties concerned shall be respected and protected, and the necessary protection shall be provided to the informants. Article 26 Members who seriously violate these norms shall be removed from their names by decision of the Standing Council, and their posts in this Council shall be removed together.
Chapter V Supplementary Provisions
Article 27 The final power of interpretation of this Code shall be vested in the China Science and Technology Policy Research Association.
