Science of science is a science about science, and it is a comprehensive discipline that studies the development law, development mechanism and the influence of science on society. If the science of science is a basic theoretical discipline about science, then the science of science and technology policy should be an important applied discipline based on this theory. The monograph "The Social Function of Science" published by the British physicist Bernard in the 1930 s opened the way to science. In the 1940 s, the director of the American Science Research and Development Agency Fanneva Bush (Vannevar Bush) published "Science-The Endless Frontier" can be regarded as the pioneering work of science and technology policy. During the Cold War, science and science and technology policy have achieved great development in different camps in the East and the West. In 1977, Qian Xuesen proposed the establishment of a new discipline of "scientific science" in my country. In 1982, China Science and Technology Policy Research Association was established. In the course of more than 40 years of development, science and science and technology policy have played an important role in the reform of the science and technology system in the 1980 s, the knowledge innovation project in the 1990 s, the medium-and long-term planning of science and technology in the early 21st century, and a series of major science and technology policies and plans in recent years.

It is true that many achievements have been made in the research and practice of science and technology policy in China, but there are still many things that are not satisfactory. There are many problem-oriented, one-case-one-discussion template interpretations, few empirical analyses based on theoretical methods and empirical data, insufficient systematic and basic consensus on research methods in this field, and poor systematization and accumulation of research results. The standardization of research needs to be improved, and some important issues in the field of science and technology policy are even ancient themes, which are constantly repeated at a lower level. This seriously affects the ability of science and technology policy research in China, and is not conducive to the efficient formulation and implementation of science and technology policy. In the last decade, governments and academic circles in developed countries have attached great importance to the development of science of science and technology policy. In 2005, the Office of Science and Technology Policy (OSTP) of the United States began to advocate and support the research of Science of Science Policy (SoSP), and Europe and Japan are also constantly promoting the development of science and technology policy. From the needs of domestic policy practice and the attention of the international academic community, the need to vigorously develop "science and technology policy" is imminent.

It is hoped that the publication of this book will lead more scholars to enter the research field of science and technology policy, that science and technology policy can be further carried forward in China, and that this discipline can be helpful to the construction of an innovative country and a world scientific and technological power.
